Pedlars Consultation with Government

The government opened a consultation URN09/1074 6 November 2009 to 29 January 2010 followed by a government response URN11/542 18 March 2011 and a further consultation URN12/605 & 606 23 November 2012 to 5 April 2013 on Street Trading & Pedlary Law and this page is dedicated to providing public access to progress or otherwise of pedlars.info engagement in the process. Each communication is updated daily to keep you informed so check regularly.

update 18 October 2013:

Pedlar stakeholders are currenly confronted with  government BIS policy to "ignore" pedlars communications and pedlars.info contends that such policy is consistent with the corrupt intention by BIS to cover-up its own negligence since wrongly/unlawfully enabling "potential victim status" to be imposed by local authorities under street trading regulation on some pedlars in the 2009 Provision of Services Regulation Act Section 45. Questions have been asked [Aug 2013] in the House of Lords about when BIS will expunge the erroneous and harmful Section 45 from the Act:

To ask Her Majesty's Government whether they intend to reverse the amendment to the Pedlars Act 1871 made by the Provision of Services Regulations 2009 (SI 2009/2999) on the bases that the amendment imperfectly transposed the European Union Services Directive.

Pedlars Third Option proposals, though ignored by BIS, remain the only viable option to resolving national legislation for street trading and pedlary and potential victims of BIS policy urge BIS to desist from covering up its negligence.

 

update 11 November 2014:

On 16 October 2014 Minister Jo Swinson at BIS published the UK government response to the Consultation URN12/605 that sought to repeal the Pedlars Act.

During November 2014 the Northern Ireland Department for Social Development published its response to the same Consultation.

As at today's date the Scottish Government is still considering the way forward following the consultation and developments elsewhere in the UK.

Pedlars await UK.gov publication of ALL responses that lead to the BIS Report BIS/14/776.
