Original copy of Select Committee Counsel directions to promoters that makes clear that pedlars may trade at houses and that they may also trade in the street (under conditions)

The promoters changed the HC SC directions in Third Reading either by error or by intent.
The Acts modify a pedlar’s exemption from street trading regulation in the Local Government (Miscellaneous Provisions) Act 1982 Chapter 30 Schedule 4 Street Trading.
View the modifications (all in blue) to understand how the pedlar’s exemption has been amended.
Pedlars therefore may freely operate in any part of Bournemouth & Manchester but be warned that licensing officers will try to prosecute pedlars.
Pedlars.info advice is that a pedlar should move every 5 minutes unless involved in continuous trading. This establishes that a pitch was never established and that the other qualifications of 200m, 12 hour period, 5m & 50 m are never engaged.
