Hello, I would like to ask, if there are any restrictions for selling with pedllers certificate in London. I’m thinking about moving there but I’m not sure if i can sell my stuff there. I can’t find it anywhere. Thanks a lot! V.

Good to hear from another budding entrepreneur… that’s the good news… and the bad news is…
There is neither a “yes” nor a “no” to your question because private legislation over the last 14 years has blurred the lines between certified pedlary and licensed or consent street trading. Promoters, their scribes & cohorts attempt to restrict pedlary by misleading arguments that pedlars are door-to-door sellers only but of course they are not and that is why pedlary was and is an exempt trading activity from regulation intended only for static street traders with their enormous stands that cause obstruction & public safety issues.
The House of Lords has recently issued their findings that Local Authorities have no remit to restrict pedlary… none!… other than to acknowledge that pedestrians are free to move about in public and that those with a trading certificate should use a pedestrian scale and proportion for their apparatus so as not to cause any public concern. That is the only legitimate claim amongst the many red-herring & scurrilous spoof arguments submitted by promoters who seek only to profit financially by controlling pedestrians who carry trading rights. Their agents have been supping from a gravy train funded silently by charge-payers money controlled by malicious local authority decision makers.
Government through BIS instead of clarifying the law is now engaged in perpetuating the blurred lines between what is lawful and what is not and that is why stakeholders are outraged by shifting policy and shifting responsibility from the Crown to local authorities. You probably know nothing about this current consultation to repeal your public liberty but there are many at pedlars.info that do and will hold the Secretary of State for business responsible in the European Court of Justice if this infringement policy is not withdrawn. It’s a David -v- Goliath task but we are determined not to allow this government to also infringe the Human Rights Act by introducing policy and legislation that makes pedlars potential victims. You might think that civil servants act in the Public Interest but you will have to begin asking whether this government is only serving the Private Interest.
