17 March 2013 – Confusion about BIS legislation proposals

on 17 March 2013 a pedlar Joy wrote to pedlars.info with the following question:

In my understanding if I am right does it mean that I can stay on the street for 50minutes then move to another one then go back 3hours later to the same street for another 50 minutes
It sounds like they have set up a relay system this should help people who work on commission please comment thankyou

10 minutes in 1 spot
then move 50metres
10 minutes in 2nd spot
then move 50m
10 minutes in 3rd spot
then move 50m
do not return to any spot closer than 50m from any previous spot for 3 hrs
to prove your innocence in court you will need to have evidence/a record of each and every movement during the day

why do you ask if this would this help people on commission? please explain
