In October 2013 pedlars.info was informed by government BIS that…
“there have been staff changes in the Consumer and Competition directorate at BIS and Paul Bland has recently taken over responsibility for pedlars and street trading policy [2007 Dennison then 2009 Branton & Onikosi et al]… he seeks detailed account of difficulties experienced by pedlars and is keen to engage with the pedlar community before finalising policy details”.
These articles have been extracted from archives with some details redacted and are published to inform BIS that the consultation to date has proposed no viable resolution to the many real concerns of pedlars.
Pedlars will find common cause for concern in these articles and we encourage you to read them.

update on pedlars communications with BIS
The last month has opened communication with the new operative Paul Bland at BIS and are published at this link.

During October pedlars.info became aware of a reference article in the House of Commons Library that parliamentarians rely on for information.
The article was produced in June 2012 when pedlars drafted the Third Option and presented to BIS for inclusion in the November URN consultation.
You may be aware that BIS has never engaged, consulted or spoken about that proposal.
Instead it seems that the entire department adopted a policy to ignore pedlars.
Pedlars.info has published a rebuttal to the HC Library reference document as not fit for purpose.
We encourage you to read this rebuttal because it established the principles that BIS seek to ignore and pedlars seek to preserve under reform of the Pedlars Act.
meeting with BIS

what can pedlars do?
Our last pedlars alert 34 was responded to by most pedlars supporting pedlars.info speaking on their behalf at a BIS meeting.
For those pedlars who have made contact with their own MP’s over the last few years we invite you to forward this email on to them asking them to raise questions on the floor of the House of Commons that will expose the principle argument between pedlars proposed policy and government intended policy.
Pedlars are trying to block government’s use of a Statutory Instrument – a process that avoid public & parliamentary debate – a very blunt harmful instrument when applied to the civil liberty of pedlary.
