Birmingham PSPO Prohibiting Lawful Pedlary – Judicial Review
Legal Challenge to Birmingham City Council PSPO
Andrew Logie, an entrepreneur pedlar, is challenging Birmingham City Council’s new City Centre Public Spaces Protection Order (PSPO), adopted on 22 July 2025.
He will be filing a formal application for Judicial Review and urgent interim relief at the Administrative Court on Wednesday 6 August 2025. This challenge aims to suspend and overturn the PSPO, which unlawfully bans certificated pedlars from operating in the city centre — despite their rights under the Pedlars Act 1871 and a binding High Court judgment in 2024 (Logie v Birmingham Crown Court).

He is also presenting evidence that he was denied access to the Cabinet meeting that adopted the PSPO — a breach of his rights to fair process and public accountability.
