The criteria for a pedlars certificate is:
- 1 month residency
- verifiable good character… eg 2 references
- declaration of good intent
- no other criteria is lawful… such as:
- what, where, how, and when you intend to trade
Note Section 10 of EEA11.pdf:
“However, please note that should you fail to provide this information [criminal convictions]
this will not result in the rejection of your application”
We consider the answer to your question is… Yes!
But any such person would require assistance to avoid the many pitfalls of officer prejudice in the application process.
If BIS push through repeal then “any person” who acts as a pedlar will have no means to prove “self-employment” other than the person may have some goods and a pocket with cash… the fall-out from bad policy & bad legislation becomes visible to bureaucrats and civil servants after the event… meanwhile people suffer as victims.
