This report was commissioned in Summer 2008 by BERR now BIS at a cost of £86,550 to gather research information from stakeholders about pedlary.
It findings support pedlary and recommends no new legislation required as Local Authorities have adequate legislation and only need to enforce properly to remove illegal traders. This will also benefit genuine pedlars.
Government has now chosen to ignore the Durham Report Recommendations as it did with the Rogers Report which identified issues about street trading were at the lowest level of Local Authority & community concern suggesting no action required.
