Bournemouth Borough Council in the haste of being too excited about having succeeded with a way to wipe out pedlars from the town have issued a leaflet called “Guidance for Pedlars” and have put it on their website BEFORE THE BANK HOLIDAY WEEKEND to scare pedlars away from the town BUT WHAT HASN’T BEEN DONE – IS WHAT PARLIAMENT TOLD BOURNEMOUTH IT HAS TO DO and that is to train up staff to understand the law and how best to carry it out.
So the leaflet doesn’t make the law any clearer and in fact it is WRONG in stating the law.
A pedlar has contacted the Manager responsible for NOT ISSUING the DUE DILIGENCE needed to make this local Act effective, and has recommended that NO HASTY ACTION against pedlars is taken by any “officers” until the demands made by Parliament have been carried out.
That same pedlar has offered to help out with the training programme so that everyone involved can understand the situation in Bournemouth, which is that there is a law that is not well understood and is difficult to be applied without a lot of effort and expense.
The council admits the public and residents of Bournemouth have not been consulted about this new law, and so when the law is proved to be not only ineffective but costly, the council will be required to answer to its critics which in this age of the public’s discontent with politicians will go to further harm Bournemouth’s reputation – WHICH IS WHAT THE COUNCIL SAID IT WAS SEEKING TO AVOID!
