Pedlar Interviews Bournemouth Licensing
It is not easy to understand how Bournemouth is able to carry out the requirements of Parliament to protect the interests of the public and of “genuine pedlars” as made necessary and clear by the House of Lords Special Report Paper 148 and the House of Commons Select Committee.
The House of Lords requires the council to set out clear instructions for Bournemouth’s approach to pedlars, and the House of Commons has said that pedlars in Bournemouth can go other than “by means of visits from house to house”.
Bournemouth however, has decided so far not to comply with making the law able to be easily understood or any easier to be applied.
In other words the Bournemouth Borough Council Act 2010 is so wrongly written that it cannot be justly enforced!
So the appropriately named Mr Wright, Bournemouth’s licensing manager, when asked by a pedlar about the law, replied “you have your interpretation and I have mine, when it comes to prosecution the court will decide”.
Mr Wright rejected any idea that he looks forward to enjoy persecuting pedlars, but he has also rejected the pedlar’s offer to assist Bournemouth with its public and pedlars wanting to visit the borough.
Bournemouth has put aside this opportunity to practice “due diligence” and has rejected expert advice freely offered which is usually welcomed by authorities wanting “better regulation”.
Bournemouth is determined to go its own way, it has not advised all its own staff, neither has it contacted the local Daily Echo and nor will the public be informed about what’s going on in the planning.
The petitioner before going “against” the Bournemouth bill contacted the council in an effort to help the residents of Bournemouth from having to carry an ever increasing amount of debt put upon them by the council, but the council, as has been disclosed through it’s transport fiasco, carries on insisting to have the whole hog as with Mr Wright now stating the prospect of going all the way up to and including the cost of Judicial Review.
