Argument for withdrawl and subsequent rewriting of House of Commons Library Notes SN/HA/5693 and 2013/12/55-HAS whose sole purpose is to inform MP’s of “Pedlary” such that they may make laws with proper foundation and knowledge.
The House of Commons Notes do not reflect the intentions of Parliament when the 1871 Pedlars Act was written; hence the Notes are not based on law.
